Every WgetCloud plan is a recurring subscription, billed monthly or annually depending on the plan — there's no one-time purchase option, since the service itself is an ongoing pool of maintained infrastructure rather than a piece of software you install once.
Upgrading or downgrading changes your node access and device limit going forward; it doesn't touch the subscription link itself, so you don't have to reconfigure your client after switching tiers.
